    5 Things Every Oil Marketer Should Know About NMDPRA Charges

    The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) plays a vital role in regulating the petroleum industry. For oil marketers, understanding the NMDPRA charges is crucial for seamless operations and compliance. Here are five key things to know:

    1. What is the NMDPRA Charge?

    The NMDPRA charge is a mandatory fee set at 1% of the total value of all petroleum product volumes purchased. This charge is required under regulatory guidelines and ensures compliance with the Petroleum Industry Act (PIA) 2021.

    2. Why is the Charge Necessary?

    The 1% charge is a statutory levy mandated by sections 47(2c) and 52(7a) of the Petroleum Industry Act (PIA) 2021. It is essential for funding regulatory activities and maintaining standards in the midstream and downstream petroleum sectors.

    3. How is the Charge Calculated?

    The charge is straightforward to compute: it’s 1% of the total value of the petroleum product purchased. For example, if the value of the product is ₦10,000,000, the NMDPRA charge would be ₦100,000.

    4. How Should the Charge Be Paid?

    The NMDPRA charge must be paid separately from the product payment. Payment is processed through the Remita platform, which generates a Remita Retrieval Reference (RRR). The following steps guide the process:

    • Visit the Remita website and select “Bills and Purchases.”
    • Search for “NIGERIAN MIDSTREAM AND DOWNSTREAM PETROLEUM REGULATORY AUTHORITY.”
    • Select “Administrative Charges on Processed PMS & HNK Transactions” as the purpose.
    • Input the payment details, verify, and proceed to generate the RRR.

    Payment can then be completed via bank branch or other listed payment options.

    5. When and Where Are the Charges Mandated?

    The NMDPRA charge became effective following the enactment of the Petroleum Industry Act in 2021. It applies to all petroleum product purchases handled through authorised channels, including purchases at designated depots. Compliance is monitored through e-debit notes issued by NMDPRA representatives and payment confirmations on the Remita platform​.

    Oil marketers must prioritise compliance with the NMDPRA charge to avoid operational disruptions. By understanding the purpose, calculation, and payment process, marketers can align with regulatory requirements and contribute to a more efficient petroleum industry in Nigeria.
